“[The position of] marketing representative is not a job reserved for U.S. citizens,” Kaipat said in an e-mail to the Variety.
Li, 42, was a garment worker before working as a “marketing representative” of the Kannat Tabla Shooting Range with Agustin Deleon Guerrero listed as his employer.
The Department of Public Safety earlier described Li as  “allegedly the caretaker of the shooting range” that “has been closed for operation earlier this year.” 
Over the weekend, three of Li’s victims were buried.
Five-year-old Vince Larry Deleon Guerrero Rosario II was buried at the Chalan Kanoa Cemetery on Friday.
The remains of Enrique Naputi, 26, and his daughter Corina, who turned one-year-old last February, were interred on Saturday, also at Chalan Kanoa Cemetery.
Enrique Naputi’s daughter Dolores, turned four during the incident, is recuperating from a gunshot wound to her chest.
The body of Richard Naputi Borja Jr. will be flown to Tinian today and buried on the next day, according to a relative.

Diego Benavente was the author of Public Law 7-38, which legalized .223 caliber rifles back in 1991.

Thomas P. Villagomez was the author of Public Law 8-5, which allowed for the licensing of shooting galleries, in 1992.

Ray Tebuteb was the author of Public Law 14-69, which allowed .223 caliber rifles in shooting galleries, because \"they are more widely used.\" This law was enacted in 2005.

In the 16th legislature:

Ray Palacios has proposed to promote shooting resorts in House Bil 16-31 and allow ammunition of ANY caliber.

Ray Tebuteb has proposed to allow DPS to sell firearms out of their armory in House Bill 16-230 to generate revenue.

+7 #6 captain 2009-11-30 06:08 This still comes down to the DPS, as stated by Tudela, the weapons were supposed to have been picked up and secured at the cop shop after the firing range shut down. IF IN FACT THESE WERE THE FIRING RANGE WEAPONS. Now was the firing range owned and operated by a US Cit. Also how can a non-resident employee even handle the weapons under the present licensing law. The weapons had to registered, to who an alien?
 
 
+8 #5 Nomasfababa 2009-11-30 04:43 OK, so he was legal. Wonderful. He came here as a garment worker. His job ended. He should have gone home. End of story.

BTW, anyone who knows anything about firearms knows that there is a tremendous difference between a .22 and a .223. Like the difference between a Kia and a Corvette. At one time only .22\'s were legalhere . The law was amended to include .223\'s. My guess is that if the shooter used a .22 instead of a .223 some of the deceased might still be alive, and some of the injuries would be a lot less serious. Variety, please investigate. Who introduced the legislation to change the law? What was their justification? Who voted for it? I\'m sure this was a usual self-serving legislation to accomadate the lawmaker or a brother-in-law.

u.s. citizens do get first priority for ALL jobs, though. so just because labor gave zhong ren li a permit does not mean that labor followed the law. was the position announced? did u.s. citizens and residents have the opportunity to apply? did any u.s. citizen apply? did labor refer any qualified u.s. citizens for the position? did they even try? what marketing experience did zhong ren li have before he was allowed to transfer? what proof did the company provide that they could pay his wages? what labor complaint did zhong ren file, and how did labor dispose of it and why? what was this guy doing during the months after the shooting range supposedly shut down? why was he allowed to stay?

sounds like a perfect storm of corruption and incompetence to me.
 
 
+8 #3 strikezone 2009-11-30 01:21 Did Mr. Li have a valid lisence to possess firearms? Did he have proper training in handling high powered guns.Nothing was mentioned of it in the reports. Or did I miss it. I dont think there is such a REAL need to have such guns in a shooting range.

labor, is he qualified to to hold that position- marketing represenative. wow. this guy is really special, after been working for a garment factory. none of the locals are qualified for the position.

now, i\'m just happy that the feds are coming to control our polluted immigration system.

who own\'s the property in kannat table. where is the owner. or who else was operating the facility besides the owner. what are their relationships to the victims.

is money or drugs involved. please, the public wants to get an answer…
